The High Court has ruled that the Whanganui Distrcit Council bylaw banning gang patches and insignia is unlawful under the Wanganui Act.
The Act permits the Council to ban the display of gang insignia in specified but not all public places.
"However a bylaw which more closely defined specified public places could well be one that was within the terms of the Act, and there was therefore an opportunity for the Council to reconsider the question of an appropriate bylaw."
